Are speed reading courses effective, and if so what is the best and effective speeding class to take?

I'm going to a 4 year school soon, and I would like to improve my reading skills. Where in East Bay California is the best and effective speed reading courses if it is worth the time to take it.

1. There is a program that you can buy called eye q, which helps (claim) to improve reading speed by exercises the eye muscles and so on. Many people have trouble reading efficiently due to eye strain.
